To address Confederacy of Chiefs Resolutions #42/2000 and #6/2001,
the AFN developed a national process with the Canadian Firearms Center
developing a methodology respecting Aboriginal and Treaty Rights as well
as Safety and Security that included an AFN Firearms Coordinator, First
Nation regional representation and the Canadian Firearms Centre on a
Joint Technical Working Group.  An agreement has been reached with CFC
officials on a Process for a First Nations Approach to Firearms that could
be implemented on a phased-in basis starting in the Northwest region. 
The commencementof the activity is currently underway with the recent
hiring of a First Nations Technical Coordinator and a meeting of the Joint
Technical Working Group. In Resolution #44/2002 the AFN was directed
to negotiate the extension of the January 1, 2003 registration date and
complete the First Nations approach to Firearms process and report back
to the next Confederacy of Nations Meeting and if the AFN is unable to
re-negotiate the deadline or the process, that a legal action be prepared
and brought back to the next Confederacy meeting.  A detailed report on
the progress of these efforts including a legal strategy was included as
a separate report in the May 2003 Confederacy Information kits.
